As for the Balao, so long as you are after 1943-05-24, an upgrade to it should function as intended. After 1945-01-01 for the Tench. In both cases, you can be offered one 3 or 4 months in advance, which sometimes works, most times does not. Mare Island is the location for the Balao initially, and Pearl for the Tench, so you will go to those locations if assigned them early. The Tench is only based at Pearl (for now).
