I have solved the issue it seems. In windows sound options/recording devices/mic properties/advanced I had to DISABLE exclusive mode... typically I always have it on for my little gaming mic since different games require different settings and I prefer to do it in game. For whatever reason the horrible mess that is SH5 - this makes things worse.

I'm on windows 8.1 so specifically, "allow applications to take exclusive control of this device" and " give exclusive mode applications priority" have to be DE-selected/de-activated. Hopefully this helps someone else.

Now time to pray the game doesn't crash for these 72 hour patrols

love the 'open' feeling patrol objectives idea, but executing them within such an unstable game can be pretty rage mode due to crashes.
