It is not "tap twice", it is "touch with two fingers simultaneously".
So if you "pinch" the screen, as if zooming like you do when viewing ships and your bomb or torpedo will drop
With v1.04 we'll likely remove the two finger touch and add a button to drop payloads. This will enable us to add full camera panning and zooming on aircraft in flight and shells.
