You haven't read the instructions carefully. First you need to activate the GWR via JSGME. Then apply
MultiSH3, configure your
HsieOptionsSelector_V16C and only after that run
sh3.exe. Use
SH3 Commander to start a career in the Red Baltic Campaign (June-December 1941).
