You don't change the CFG files. Go
http://www.delraydepot.com/tt/sh3sdk.htm and then you download the MiniTweaker with the tweak files (don't forget this). Read the instructions and you'll be fine! They your boat will go 500kt. Just don't forget to turn on unlimited fuel. This babies eat 200% of all your diesel per mile at those speeds :p
