Maybe your download is incorrect?
People have downloaded this GUI mod several times without any problem. You will see a readme_DSK_GUI.txt and a GWX Rafael DSK GUI.pdf inside the .7zip file.
Extract the .7z file (download for free:
http://www.7-zip.org/) and right mouse click >> extract here.
Then, put the "GWX - Rafael DSK GUI" in your MODS folder. Normally here:
C:\Program Files\Ubisoft\SilentHunterIII\MODS
Enable it with JSGME.
Done!
