Ah, now it makes sense. I thought you were talking about the various crew commands via the officer icons.
Those buttons are disabled in NYGM as they caused ctds for some. An original SH3 bug, nothing specific to NYGM. Plus, I don't know if they'd work with NYGM's reduced crew numbers anyway.
But those buttons are disabled in NYGM.
