Well I think a pretty strong case can be made for it given the months of inaction followed by this frantic last minute dash for the door. From what I understand Trumps plan for withdrawal included retaining control of military bases and keeping the Taliban pinned in place.
Their big spring offensive may never even have gotten started had Trump still been applying pressure to them. Now that IS speculation!
But the fact is that only once he was out of power did the Taliban begin their offensive and then Biden administration let it happen for months until here we are.
