As Sailor Steve says page up/page down for attack scope, insert/delete for Obs scope and you can also click on the periscope icon to raise scope then when raised click again and it will lower by itself. Below are some examples.
Also you can do the same from inside the con as such.
Now go out there and eyeball some ships. Oh yeah, sink em' too.
