Fair enough, but that will remain a "what if" while with Trump we have history to substantiate his illegal behavior, and so far, that "administrative state" simply amounts to the rule of law as defined by the constitution.
When, and if, the SCOTUS rules against Trump's behavior, will that be "deep state" as well, or simply the execution of separation of powers? Trump has lost effectively every ruling from the courts in this land irrespective of what party the judges were appointed, or elected, from.
