Which link are you trying to use? Both GameFront and SilentHunterMods have been "dead" for years, but the SubSim links for the pdf and mod should both work fine. Just pay attention to Onkel Neal's warning message at the top for the download page:

Trigger Maru Overhauled ver 2.5 link works fine here, using my Vivaldi browser (Chrome-based), with SubSim.com added to the "whitelist".
