you're seeing 4sync & getting 'error 404' code, for... is beyond Me...
Can tell you, have had no issues at all, with using the following web browsers:
Edge
Opera
with doing downloads... no idea what browser or browsers, that you're using & having issues with downloading that mod... I even went so far, as to d/l it... & did so, just fine. Even though, I don't run with OHII...
Don't really get much into SH5, to be frank about it... preferring to stay with 3 & 4... BUT, I do admit... that's just My own personal preference to do so...
