The file is Data / Sound / amb_SubmarineInterior.wav
you could either open SH.sdl with S3Ditor, find it in the list, and change its volume there with the little slider toward the top of the file, or open the wav file itself with something like Audacity, select the whole thing, and "Mute" it. With Audacity though, you will have to "export" the file, and not just a straight "Save"...
