A quick fix I just tested is to delete all animation related nodes in both DC rack and operator, in data\Library\DC_R_KG.dat file. The weapon still functions properly without the animation (and imo it looks better than with it constantly playing).
If you'd like to retain the animation but have it only play when it's appropriate, then I guess it would be more complicated. SH5 doesn't seem to recognize condition for starting the animation as it is defined in the SH3 dat file, and I have no idea how to properly set up a condition for animation start.
