Active is best used against a quiet target that is not going fast and not making much noise. The trouble is, the best way you'd want to use it is by walking the torp right on to the target and then switching to active once he's well within the detection zone. Just putting a torp on active right from the get-go is a good way to stir up trouble, although in some cases that may be exactly what you want to do.
Good example is a bearing only snap-shot where you're more worried about scaring away whatever might be down that way so it doesn't shoot you than you are about actually killing it. Torpedoes can be the ultimate persuader when it comes to manipulating your enemy into going where you want.
