Not necessary but recommended. Otherwise the changes will take effect after you progress to next campaign, i.e. Total Germany >> Happy Times.
Edit: Since OH II 2.5 introduces the new patrol grid system I would recommend a new career (2.3 >> 2.4 would not be a big problem imo).
