It's been a while, but I'll have a stab at it. Firstly, download the "Radio Stations Manager" by Digital Trucker. I think it may be in the D/L section. This utility allows you to set up new stations with ease, as well as prepares the game before you launch it, to prevent events broadcasts from replaying. Nothing worse than having to re listen to maybe five old events that already occurred
As for the series of numbers, the first are start and stop dates for the station. The remainder, if I recall are Lat/Lon's dealing with station range/ listening area
