Have had the same problem with the readme and worked a lot around to get trough it... well... if you know how, itīs really simple
firstable you need a file with the named measurements (256x256 pixel)
then you have to apply the alpha layer (transparency)
and safe the file as xxx.dds (xxx is the name of the boat_type - listed in the readme)
copy the file into the normal tex folder and voila, you have your own custom emblem!

btw. somewhere around here is a link to a prog, which can handle most image files and convert them into fitting dds format)
