I believe it's in the VIIC skin pack pt.2 .
For my personal setup, I edited the NSS_Uboat7c.cfg file (stormconditions = 2) so that the crew will wear their rain-gear even in the calmest seas to simulate an f'ing cold day (thought it was weird seeing the crew in summer clothes on a frozen ice boat). So all i do now is throw on this hybrid 'winter-mod' when i know it should be freezing outside. Highly recommend a nice frozen arctic patrol!
