I too would like to read that book - since Topp has such an interesting career.
Is the book on Wolfgang Luth any good? (I only ask because that one is more affordable).
Neal -- you could always do an Inter-Library Loan. I've had quite a bit of luck getting stuff from the Library of Congress. I'm sure you'd have to wait FOREVER - but I'd bet giving Topp's importance to the Battle of the Atlantic that it would be there!
