Can you tell me what is the recommended graphics and CPU etc that I can use to play SH3 with all updated Mods and 1920 x 1080 resolution on windows 10 for under $1000?

A normal mainstream or all-in-one PC is more than enough.

SH3 is old, you can easily buy a computer for well under 500$ to run it comfortably with all the mods. Thanks to the fact that GPU prices finally plummetted this year you can buy PC that will run SH5, Wolfpack or UBoat and still have it below 600$.

Just make sure for it to include dedicated GPU (not integrated ones) and ssd drive (not hdd). Don't buy laptop for gaming (unless you move a lot or plan to take it to work or something), with desktop you'll get much better performance for the same price. When selecting GPU, check out its performance (there are a ton of websites comparing gpus and lot of youtube game fps tests for pretty much any model) so you don't buy some overpriced junk, especially relevant now as shops are trying to sell out their stock of bad gpus before everyone realizes better models are now available cheaper.

Some of the above might vary depending what country you live in.

Things to consider when buying a new pc

1. prebuilt off the shelf gaming pc just unpack plug in and away you go job done ah the pitfalls of that thinking on paper the pc may look ok but on a closer inspection 4gig Gpu ok 8gig ram 2x 4gig sticks mother board only has two slots for ram on the motherboard all ram slots full motherboard is the cheapest that will house that Gpu and Cpu also the power supply is a unbranded one sub £40 450/500 watt psu if you want to upgrade in the future new motherboard with four ram slots new power supply 600/750 watts
faster ram ect the list goes on new power supply needed.

2.look for a local computer shop that can build you a rig to the specification for your budget with the componants you want the more research you do the better watching reviews on cases with good airflow best ram gpu psu best water cooler on youtube by rule of thumb the gpu half is half the cost of your full build or if you can build it yourself you can source the parts from amazon and other places to get the best deals more bang for your buck £$ so to speak.

SH3 was always a heavy load, not really laptop material. I was given the original DVD back in 2005, but it was not until 2018 that I had a machine that would run it properly!

I had two modern i7 laptops with Nvidia graphics built in and they ran everything fine. However they both only delivered a fraction of the expected performance, simply because the priority for the manufacturers was a thin case and a quiet fan. The machines thermally throttled after just a few seconds of gaming. The first one from HP caught fire because I used it balanced on my bare leg, thus blocking some of the coolant holes, and the voltage regulator chips fried. So if you must have a laptop look for a big case and a noisy fan!

Currently I'm using a 2011 i3 laptop with intel integrated graphics HD3000. This runs vanilla SHIII OK at the original resolution but at higher resolutions goes down to around 5fps with the conning tower view in port or in the middle of a convoy. Other views are much better, so still just about playable as long as environmental mods not enabled.

My Samsung SSD loads a mission in 2-3 seconds less time than on a HD at 5400 rpm.
This game is not optimized for newer hardware.
