Not sure, but I set mine to 1:1.

If I understand it correctly, it scales the distances to 1/2 size, 1/4 size etc to increase the speed everything happens at. I haven't messed with it much.

What it does do is change the world scale in the X and Z axes.
This means at 1:1, contacts are much farther out and take longer to get to etc. It is a realistic setting with a much slower pace to the game.

1:4 brings everything in much closer. A contact 15 KYD out is still 15 KYD away, but rendered much closer, is more easily visible (especially underwater) and of course takes much less time to get to/away from. Some would call this less realistic, but is faster paced way to play.

So its only rendered option (video).
I do not know if it affects the sensors too.

It affects the sensors. Basically, if you play at 1:4 scale, everything is closer together and underwater you can see enemies out to about 30.000 yards, which means you can see the entire 'tactical picture' in 3D. As a consequence, everything happens faster and alleviates the need to use time compression. It is the same distance compression factor we used in Atlantic Fleet.

I personally liked this setup a lot - it is the most similar to TC's SSN.
