Is it possible to get the type XXI sometime in 1944?

I have been playing the OneAlex mod for sometime now and I wonder if the type XXI is available in 1944 (the GWX manual and u-boat availability chart say that it should be available in early 1944 in the 11th flotilla). However, for me the XXI is only available in 1945, even without the "realistic u-boat availability dates" option (it is off). Am I missing something?
