I guess this is what lower tier navies use in place of torpedoes and cruise missiles.

The Russian Black Sea Fleet May Have Lost Another Flagship

There aren’t yet any photos or videos circulating online that can confirm whether the frigate suffered any damage. In the best case, her crew blew up the drone boat before the drone boat blew up them. In the worst case, Makarov or Essen suffered the kind of waterline damage that quickly can sink a ship. To say nothing of any fires that might have resulted from the blast.

i, myself, have also wondered at the choice of words used by Russian leadership to describe this and other negative results during their invasion.
in the best case for the Russians, it may be a translation of whatever word was actually used into a nuance and the translator chose the word "terrorist".
for the flip side of that, Russian leadership may have used that exact word however, history shows that Russian leadership thinks differently than those citizens who reside west (or east) of their geopolitical location.
when i was serving, we referred to that difference as "Klingons and Romulans" reasoning.
