TMO BH 2.0 Photo Missions
 

I keep getting these "photograph Enemy Installations" missions which very rarely work. I go to the indicated spot and there are in fact always enemy items that are reported as visible, but never can be actually "photographed" with the OBS or Regular Periscope as nothing ever can be locked up. They are not harbors with any ships in them btw. In fact they are usually Lighthouses. The only rare exception is if the "enemy installation" appears as a radar report, THEN it can be locked up.

Am I missing something here or is there a trick to actually achieving the mission, or should I just skip them? Thank you for any assistance.
