Any consequences for sinking a neutral?

I've noticed some Soviet vessels sailing under the flag of other countries, for instance Vietnam (yellow star on red background). Given that this will still show up hostile on the tactical map, are there any consequences to sinking one of them? What about those marked in green?

Merchants

if they show in RED it means they Warsaw pact if GREEN they neutral

how ever depending on the flags assigned to em you can get mixes of vessels with various flags

i believe as long as they red you OK to sink em but if they green theirs a limit to how many you can sink before you in trouble err 5 Or 7 ish i think this off my memory tho

also theirs like civilian merchants then Warsaw pact ones of the same vessels so ect :

wp_Poltava = RED
civ_Poltava = GREEN

ect

i sorted this out for the sea traffic texts in mini campaigns with special single mini hot seat multi single missions that account for ship types and flags according to the geographical areas of shipping that would be present ect in a given area

so closer to Russia more Russian trawlers and shipping or coastal vessels

closer to NATO areas the same so more British or Iceland ect shipping

some other nations vessels thrown in of course as they travel the world
