I just kept the earlier GWX mod as a separate installation solely for Uberboat mod. It also would run using version 2 of commander. Since I upgraded to 3.1 I haven't used the mod, so I don't know if it still works.

As far as upgrading crew without Commander, do lots of short patrols, you can qualify one crew member per patrol. As Uberboat is a fun mod, 'cheating' by running short (1/2 day) patrols doesn't matter but you'd get your crew qualified quickly. If fact, just do a 'round the harbour' run/patrol half a dozen times before taking her out for real!
