I will accept a broad answer for this one.

Be the first to guess correctly the name of this subsim or naval game and have your name added to the prize pool.

Yep, one of the Great Naval Battles games, GNB IV: Burning Steel, I believe.

Yeah, the games in the series are very similar and I was not certain my screenshot could only be GNB IV.... so the answer GNB was acceptable (and anticipated).
