Hey guys, I need some help.

So I'm new to subsims and I got SH4, I was trying to install the FOTRS mod and though I did it correctly. I reinstalled the game and deleted the save file, the game is located in D:Steamlibrary/Steamapps/common/SilentHunter4WOTP. I created a MODS folder and unzipped the mod into there. I ran the 4gb update thingy onto the sh4 .exe. Then I ran the jsgme, this is where the problem started I downloaded jsgme onto my C drive is that the problem? After I activated the mod it was moved from the game files into my C drive. Any ideas on what I should do next?
