Couple of questions - Promotion Points and Training

I'm running TWOS 2.2.25.

Question 1: Once all your crew is maxed out, what can you use Promotion Points for?

Question 2: All of my crew is showing training 100%, but me (the captain) is stuck at 74%. How do I train myself? Although I'm pretty good if I do say so myself. :)
