Internet providers throttling.
 
A while ago my internet speed dropped, the next day the same even after I reset my modem and restart the PC etc.
So I phone my provider and got a lady on the line, she tested my connection and said it was fine but I still said it had slowed dramatically.
So then she said, hold hold, let me try something, then after a minute or two she said try it now it should be better.

Well it was fantastic, I got speeds I never had before, then the next day the speed had dropped again, not as bad as it was when I complained but the speeds I got when the lady did something had gone.

This then made me think a lot of these providers have the facility to improve internet speeds for some reason throttle back, is it cost saving or something or does it keep their engineers busy and they get money from phone calls?

I know in some cases it is where you live but I'm talking in general.

In here mobile ISPs do DPI and throttle if they detect torrent traffic etc.

I remember a few years ago my internet dropped to snail's pace, I phoned them up and got a woman on who said she was the supervisor.
She had an attitude and said, "Yes we limited you speed and are restricting you from your activity, we know what you are doing."
I asked what she meant, she replied, "You are using torrent sites to download films and music."
I said, "Well you are wrong, I am downloading and what I'm downloading is legal, I do flight simulator and those files are free, some of them are large I know but again they are free and legal. Go and check because you will find I am correct and you are restricting me from my hobby."
She didn't reply for a few seconds then said, "Oh well those downloads are too large, you need to get smaller ones."
I replied, "I have paid for some of those downloads that legal websites put up for sale, they are flight simulator add on programs, I'm going to report this."

In a matter of a few minutes I was back up to full speed again.
