Adding more ships to ports

Is there a way to increase ships in enemy ports? I like port raiding, but there's always only 1 or 2 ships in enemy ports.

What mod are you using ? some have more than others
As posted above mission editor is the tool to use to add ships.

Click on my mediafire link - there are 2 files in there about adding new ships thru the editor, wrote those over a decade ago gulp
