Tried the campaign several times and enjoy not being tied to specific missions from headquarters. But, I don't find much activity to address.

Is there a fix where random ship or sub groups are available?

There should be like 4 enemy missions active all the time.
Of course you need to find them. But they is always enemy activity.
Watch map, planes, satellites etc.
