Most textures have been upscaled from the default or from "Fall of The Rising Sun- Ultimate Edition 2.0" mod. The ones that didn't quite look good I had to manually edit or modify them heavily. Some had to be replaced(like trees and terrain) with third party pictures.
These files are much larger than the default files, so your performance *MAY* suffer a little or considerably depending on the specifications of your computer.

If you want to use SH4Preset.ini, download Reshade ( https://reshade.me/ ) and follow its instructions to install.

I've added a texture to simulate the Starry Night. It is not great, due to the limitations of the game and the reason why I haven't made it the default. And if you zoom in, it will look very pixelated. Which is why I've also included a ultra high resolution texture. But it is still not perfect. The problem with the Ultra High Resolution is the very high chance of an Out of Memory crash(OOM CTD) due to the 32 bit executable limitation. So, use the UHD texture with caution, and save often!
To enable the Starry Night textures, copy the file "DrJester's Environment Overhaul - Starry Night" to your JGSME Mods folder, and enable it -> AFTER <- enabling the main mod.
Another thing you need to be aware is that this will show a small defect on the dome seams model that I have no idea how to fix. The good thing is, that this seam problem is only visible if you move the camera up.

This is so the game can then use the extra textures at higher resolution and allow the game to load. Because if the scene.dat gets too large, the game will refuse to load.

There is a bush/tree where it loads the entire tree_kit.dds as a texture. In which you see almost the entire file with multiple trees on it. I can't do anything about it without editing the 3D model, which is beyond my skills.
