There are a variety of applications on Windows that can open RAR files. The default choice is WinRAR, made by the developers of the RAR file format, but it’s not a free app. If you want to create RAR files, WinRAR is your best bet. However, if you just need to extract a RAR file, the free and open source 7-Zip app is a better choice.
After you’ve downloaded and installed 7-Zip from their web site, you’re good to go. You can double-click any RAR file to open it in 7-ZIP and view or extract the files.
Hi guys, noticed the comments in posts, so, @Elitecomade, the PDF file is inside the rar file, rar is a compression program from Russia if I'm correct, designed to compress any file eg. txt, exe etc. to be smaller than the original file to make downloading quicker. Use Winrar (freeware) to decompress it to a folder ( a temp folder is best) then move/copy those file to the destination folder for game, I would make a folder in the game folder named Docs and put this file there and follow authors recommendation to use (might need to make a shortcut to desktop to make it easier to get at), Side Note: nearly all files on this site use rar, zip or 7z. for compressing the downloads you want to use, use Winrar or Winzip to decompress, they are found on the net, use google to find.
@Tofke, It may be a dead link at time of your download or a bad connection, but of 9th September 2019 it worked for me. Kudo's to the author for his time and effort to put this together.
