Windows Vista/7 recognize anything that is installed to the Program Files & Program Files (x86) directories as programs and so the OS locks the new directory after you install a program so it won't be modified.
I think it's just a cheesy way of exercising DRM of one way or another. I think if Microsoft writes their OS to do this, then the third party app creators will like MS even more for trying to protect their interests. But that's just my opinion, not documented fact.
Unlike you say that is not a Bill Gates conspiracy.
It's for security.
If any program could edit program files folders then a virus could easily install it's self.
Just right-click your DW folder and go to the security tab and click edit.
